Account administration in MT 3.2

Account administration has changed pretty radically in 3.2. In 2.66, there was no "administrator account," Accounts either had rights to do certain things or they didn't, and if you had the right ot do something-for example, the right to make new blogs-you could confer that right on other users.

MT 3.2 introduces the concept of an administrator account. This account has certain rights on the system associated with it. ONLY an admin account can do these things:

* Rights to create users, edit the profiles of any user, delete users, and grant the user rights to edit and administrate any blog. ONLY administrator accounts can now do this.

* Make other users administrators

*Rights to enforce some settings system-wide. For example, Commenting can be turned on or off at the system level, which would override any settings on individual blogs.

* Manage and approve/junk/delete comments for all blogs, even blogs the account has not been explicitly granted rights to.

*Administrate or change the settings of any blog, even one the account has not been explicitly granted rights to.

This is actually a good thing-before, if I had not directly created a user or blog, I could not see it or change it's settings, which made it very hard for me to help if there was a problem with a blog or user account.

The downside is that certain rights, like the right to create new users for a blog, I can no longer grant without granting administrator status...which basically gives the user the right to do anything they like on the system, including make other administrators.
