Acrobat PDF Annotator

One solution is to print it to OneNote, and mark it up there, but if you don't print it page by page, it come out in one note as one giant page. Not good.
I did find a fairly cheap program called PDF annotator, which I am trying out. It does most of what you would expect Acrobat to do. here are some links:
