change to most-cited legal periodicals database

I've moved the "most-cited" database over to a new machine and re-written the code under Windows .NET, so the new URL (replacing http://law.wlu.edu/library/mostcited/index.asp) is http://lawlib.wlu.edu/LJ/index.aspx (you can drop the "index.aspx" if you wish).

It's still a work-in-progress as I have editorial data yet to include on many additional journals. The emphasis of the page has changed, with a de-emphasis on rankings, and more emphasis placed on the function of assisting authors with journal selection and article submission. Consequently I changed the name of the page to "W&L's Law Journal Submission Service"

The number of listed journals has gone up by around 250 journals.No ranking information is displayed until it's actively turned on by the user. The new page no longer has a link to other previous ranking studies but that page will remain accessible at http://law.wlu.edu/library/mostcited/index.asp?table=others
The numeric ranking given to a journal is now, for most purposes, dependent on the journal list that you end up with. For example if you asked for journals beginning with "Harvard" they will rank 1-12 (as opposed to the old software that would have ranked them, 1,41,65,...). To find their ranking in some larger listing you will have to display the larger list. This is not necessarily an improvement, just the way it's working now!

I'd appreciate it if anyone with a current link to the page could change it to the new address.
