Journals Supplying Tables of Contents Subscriptions

I've been working through the list of online law journals (for the purpose of adding journals to the Current Law Journal Content database) and attempting to subscribe to e-mail delivery for each journal's tables of contents. It has been striking as to how few of the journals have such a service. Given the competition in journal publishing, and especially the relative lack of rapid indexing suffered by online journals, it's surprising that journals are not exploring every avenue for getting out the word about their new content. Generally seems to be easier to create a product than it is to successfully market it.
