"Ways to lower the atmospheric concentration of CO2 include not only reducing emissions but also encouraging carbon sequestration – the capture and storage of CO2 to prevent its release into the atmosphere, and the absorption of atmospheric CO2 by vegetation and soil. This Congressional Budget Office (CBO) paper, prepared at the request of the Chairman of the Subcommittee on Private Sector and Consumer Solutions to Global Warming and Wildlife Protection of the Senate Committee on Environment and Public Works, examines the methods, technological potential, and possible costs of carbon sequestration in the United States."
